A full charge on the iPhone 13 Pro Max reportedly takes around 86 minutes, from 0% to 100%. This corresponds to observations of the battery itself by one of the sources. As a reminder, this phone has a 4,373 mAh battery to recharge.
Launching GSM Arena, the source cited his test results on iPhones with 20W and 30W PD chargers and managed to peak at around 21W during charge cycles on the latter and 19W on the former.
However, the total charging time with both chargers is around 89 minutes, with the iPhone 13 charging around 0.7W. 89 minutes, again, measured using the battery percentage of the tester's iPhone.
According to testers, if left to charge more than that, the iPhone 13 actually continued to charge for a total charging time of 107 minutes. As a reminder, the iPhone 13 has a 3,240 mAh battery.
From these sources too, they tested the iPhone 13 Mini. Charging reaches around 15W PD and a full charge, again as reported by the phone itself takes around 87 minutes. The iPhone 13 Mini has a 2,438 mAh battery.
If you look closely at these numbers, it seems that Apple hasn't really increased the zero-to-full charging speed for the new iPhone 13 family.
