Vietnam Enacts Southeast Asia’s First AI Regulatory Law



Uncontrolled use of artificial intelligence (AI) can have unintended consequences. Therefore, proactive measures must be taken. Starting today, Vietnam has become the first country in Southeast Asia to enact a specific law to regulate AI.


The law, approved by the National Council last December, emphasizes the risks posed by generative AI while emphasizing the need for human oversight and control. This approach is in line with the European Union (EU) AI Act. At the same time, this step is believed to pave the way for Vietnam to incorporate international standards while still maintaining national sovereignty.


Among the key provisions of the law is that companies are required to clearly mark AI-generated content, including ‘deepfakes’ that are difficult to distinguish from reality. In addition, customers must be informed if they are communicating with AI agents rather than humans. The law also applies to all parties, whether developers, providers or users of AI, including local organizations or foreign entities operating in Vietnam.


Currently, many countries are trying to address the dangers posed by chatbots and image generators, including the spread of false information and copyright infringement. In Malaysia, the government is examining the need to enact specific laws regarding the use and regulation of AI in line with the rapid development of the technology globally.
