License Plate Recognition System Expected to Help Track Down Toll Evaders

For many highway users, the Multi-Lane Free Flow (MLFF) system is often associated with efforts to reduce congestion at toll plazas. However, once this system is fully implemented, it will become increasingly difficult for motorists to evade toll payments.

This is because MLFF utilizes Automatic Number Plate Recognition (ANPR) technology, which allows a vehicle’s registration number to be recorded automatically every time it travels on the highway. Consequently, it will be much easier to identify vehicles that fail to pay tolls—whether by accident or by deliberate intent.

According to the Minister of Works, Datuk Seri Alexander Nanta Linggi, this technology will serve as a key component in the implementation of the MLFF system. Beyond facilitating smoother traffic flow, the system is also expected to narrow the opportunities for users to avoid paying tolls.

With the use of ANPR, authorities can more easily detect vehicles that use the highway without making the required payments. This, in turn, simplifies the process of taking action against offenders, including pursuing claims against those who previously managed to evade detection.

The issue of toll evasion is not new to highway operators. Previously, the operators of the Kuala Lumpur-Karak Expressway (KLK) and the East Coast Expressway Phase 1 (LPT1) reported losses resulting from the actions of a minority of users who failed to pay their tolls.

Under the Federal Roads (Private Management) Act 1984, individuals found guilty of evading toll payments may face a fine ranging from RM2,000 to RM5,000, or imprisonment for up to one year.
