When using a service, users must follow the guidelines provided. On YouTube, channels that infringe on intellectual property, upload bad content and are involved in serious crimes will be deleted. There have been several incidents where account owners tried to create a second account but were also banned because the ban given is final.
Today YouTube introduced a pilot program that allows banned channel owners to open a new channel. They need to open YouTube Studio to apply for a new channel after being banned. They can also apply to rejoin the YouTube Partner Program.
Not all channels will be allowed back. Accounts that were banned for uploading pirated content, endangering children and owners who continue dangerous activities outside of YouTube will not be given the option to return.
Newly banned accounts will have to wait a year before they can apply for a new channel. Old content will still be deleted but channel owners can re-upload videos that they have produced. In addition, new channels will also have to rebuild followers from zero because followers of old channels will not be transferred.
