Foreign credit and debit cards can no longer be used at pumps to purchase RON95 starting April 1, 2026. This is a government measure to prevent subsidized RON95 from being purchased by foreigners. The use of both cards to buy fuel is only allowed at the counter.
Vehicles with foreign registration numbers have been banned from buying RON95 since June 17, 2022. But paying at the pump allows them to bypass this barrier without the station operators noticing. Starting April 1, drivers or owners of foreign-registered vehicles who buy RON95 petrol will be subject to legal action. Previously, only station operators were subject to action.
The West Asian crisis has caused fuel shortages worldwide. Malaysia offers cheaper fuel compared to neighboring countries, causing smuggling. Last week, the government reduced the monthly BUDI95 quota from 300L to only 200L for eligible Malaysians.
