This was announced by Google through its Twitter account as seen on Monday (12/7/2021). Google Meet for Android and iOS provides tons of new filters, masks, and effects to try out.
Here's how to use animated filters in Google Meet:
Open the Google Meet app on Android or iOS.
Click the sparkling button in the lower right corner

Please note, this animation feature is available for users with a personal Gmail account. Indeed, the animation feature doesn't seem to be intended for formal online dating needs.
For those who use Google Meet with a Gmail account for work or to connect to the office, the available options are more professional. This option is a blurred background and several background options to choose from.
