Government to Review Social Media User Count for Licensing Purposes



The government will review the number of social media users in Malaysia which determines the license requirement. As previously stated, any platform operator with more than 8 million users is automatically placed under the Application Service Provider Class License [ASP (C)].


However, the number will reportedly be reviewed and revised to determine the appropriate user limit for placing a platform as a licensee. This action was taken following the issue involving the artificial intelligence AI Grok which generates pornographic content involving women and children, thus violating the law.


Popular social media platforms in Malaysia include TikTok and Facebook, while X (Twitter) reportedly did not reach the 8 million user threshold. However, following the issue associated with Grok, the authorities see it appropriate to reassess the decision on the number of users in Malaysia.


At the same time, the number of users may be adjusted and the Malaysian Communications and Multimedia Commission (MCMC) is responsible for studying this matter including setting the appropriate limit and the actions that need to be taken.


For reference, MCMC had previously issued a temporary restriction order on access to AI Grok for Malaysian users. The Minister of Communications, Fahmi Fadzil, also announced that there would be a four-point meeting with the X party in the near future.
